Priority: VVD, then the client's HUB, then TOG.
Open jobs include unfinished carry-over from earlier days, not only today's intake.
TOG only glazes TOG lenses and makes them on demand, so its lens stock never blocks. A lens never blocks VVD either, because VVD can substitute one.
Reserve runs on every assignment so simultaneous orders cannot over-commit stock or capacity.
